The local government unit (LGU) of Panay under Mayor Jonathan “Sonny” Besa successfully completed the Neoplus program of the Department of the Interior and Local Government (DILG).
The Neoplus program is a comprehensive capacity-building initiative designed to equip newly elected local officials with the necessary skills, knowledge, and leadership capabilities to effectively serve their constituents.
Throughout the program, key leaders and stakeholders from various barangays in Panay actively participated in intensive training sessions, workshops, and in-depth discussions focusing on good governance, transparency, and community-driven development projects.

The mayor expressed his appreciation for the dedication and active participation of the delegates during the July 16-18, 2025 program in Iloilo City.
The program also highlighted essential topics such as disaster preparedness, inclusive development planning, and innovative solutions for addressing local challenges. These areas of focus are aligned with the LGU’s mission to promote sustainable growth and resilient communities.
Representatives from the DILG commended LGU Panay for its unwavering cooperation and commitment to ensuring the program’s success. They noted the participants’ enthusiasm, readiness to learn, and determination to apply the lessons acquired during the sessions to their respective barangays.
