The national award of Lieutenant Colonel Ricardo B. Jomuad Jr. was not only a personal triumph, but also highlighted the community-based project of the Roxas City Police Station (RCPS).
Jomuad credited Project AMOMA as the biggest reason he was awarded the country’s Outstanding Police Community Affairs and Development (PCAD) Junior Officer for 2025 during the 30th Police Community Relations Month.
“This award collective effort sang unit. I just represented it, but the real recognition belongs to the men and women who worked for Project AMOMA, including our 42 stakeholders and government partners,” Jomuad told The Capiz Times.
Project AMOMA (Aton Mangunguma, Mangingisda kag Mamumugon Organisahon, Manggad nga Dapat Amligan) is a community-based policing project across 43 barangays that reaches out to marginalized sectors of the city.
The P6-million project provided support including bangka (small boats) for fishermen, bugasan (rice) kiosks, bakery, water stations, poultry, tractors, and livelihood for tahong (mussel) and talaba (oyster) producers.
Jomuad stressed that the real goal was not to win an award, but to uplift marginalized and geographically isolated communities in Roxas City.
“Ang target gid natun amo ang pagbulig kag pagumwad sang ila pangbuhi (Our main target is to help and improve their livelihood),” Jomuad added.
The achievement serves as proof that when the Roxas police and community work together, progress and peace will follow.
