The Provincial Government of Capiz is strengthening its push for economic growth and modernization after securing a ₱1-billion loan from the Land Bank of the Philippines (LandBank).
The loan agreement will fund four major infrastructure projects aim to significantly improve commerce, healthcare and public services.
“This investment will allow us to deliver better services to our people while laying down the foundation for long-term economic growth,” said Governor Fredenil “Oto” Castro during the March 24, 2026 signing ceremony.
The largest portion of the loan—₱350 million—will go to the rehabilitation of Villareal Stadium in the capital of Roxas City. Funding will be used to upgrade sports facilities, athlete dormitories, and commercial kiosks to support local enterprises.
Another ₱300 million is allocated for the development of the Agora de Capiz, a planned commercial hub within the Pueblo de Panay government center. It is envisioned to become a key driver of business activity in the province.
To strengthen healthcare services, ₱250 million will fund the expansion of Roxas Memorial Provincial Hospital (RMPH) by increasing its capacity to 500 beds.
The remaining ₱100 million will be used for improvements and equipment procurement for the Provincial Capitol.
Officials emphasized that the loan-funded projects are expected to generate jobs, improve access to essential services, and create new opportunities for Capiceños.
Joining the governor were LandBank officials led by Vice President Hansen W. Chu, Provincial Budget Officer Antonio F. Arbis, Engr. Roy C. Gonzaga of the Capiz Lending Center, and Gualberto D. Agris of the Iloilo Lending Center.
