The Department of Labor and Employment (DOLE) is intensifying its monitoring of construction sites across Capiz as it pushes to strengthen compliance with labor laws and workplace safety standards.
DOLE and its partner agencies Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), and Pag-IBIG Fund initially inspected five construction sites last June 10-11, 2026.
Atty. Ma. Ailyne P. Valaquino-Pueblo, DOLE-Capiz head, said the inspections are part of the agency’s continuing efforts to protect workers and prevent workplace accidents, particularly in the construction sector, which remains one of the most vulnerable industries.
Engr. Rhey Mar D. Paderez, Labor and Employment Officer II, said around 20 construction sites are being monitored for deficiencies. Among the most common deficiencies observed were the lack of personal protective equipment (PPE) and inadequate safety signages within work areas.
Senior Labor and Employment Officer Jessel V. Valad-on emphasized that establishments proven to have violated occupational safety and health standards are immediately required to correct deficiencies and avoid penalties.
Officials also reminded employers of their obligations under Republic Act No. 11058 or the Occupational Safety and Health Standards Act, which imposes penalties on employers who fail to provide safe working conditions. Violations may result in substantial fines, particularly in cases involving serious injuries or fatalities.
Aside from safety compliance, inspectors also checked workers’ wages and their enrollment in SSS, PhilHealth, and Pag-IBIG programs. DOLE said these benefits provide additional protection, including access to compensation and assistance in the event of workplace accidents.
The agency urged contractors and project owners to prioritize worker safety through proper training, adequate protective equipment, and strict adherence to labor standards.
