Following the fatal shooting in Tacloban City, the Department of Education (DepEd) is assuring the public that school safety in Roxas City is of outmost priority.
DepEd-Schools Division of Roxas City is closely working with the Philippine National Police (PNP), particularly the Roxas City Police Station (RCPS), and the local government of Roxas City for safety measures to prevent any violent attack.
DepEd-Schools Division Superintendent Adonis A. Mosquera said schools are implementing updated protocols that allow authorities to inspect bags when there is reasonable suspicion that a learner may be carrying prohibited or dangerous items. Security guards have also been instructed to remain vigilant in monitoring potential threats.
DepEd-Division of Roxas City is also looking into the state of students’ mental health status. Teachers and school officials are urged to look for concerning behavioral patterns such as persistent withdrawal, depression, or other deviant behaviors.
“Those are red flags that must be identified early,” Mosquera said.
However, there are challenges with the lack of the ideal number of guidance counselors. Child Protection Focal Person Ivy L. Olvido said there are only seven (7) registered guidance counselors for 50 schools of Roxas City.
One way to address this is the establishment of a division-wide support system, especially for severe cases. Schools may seek help from counselors assigned to other campuses when necessary.
All schools have also established Learners’ Rights and Protection (LRP) Desks. Those who require specialized intervention may be referred to the Roxas City Social Welfare and Development Office or Roxas City Health Office.
DRRM Coordinator and Information Officer Maribeth Baldonado said schools continue to monitor learners even after referral to mental health professionals. She said this is part of the Mental Health and Psychosocial Support Program.
DepEd-Division of Roxas City is also updating contingency plans to address active shooter incidents. The framework prioritizes life safety and outlines response, recovery, and learning continuity measures during emergencies.
