The Capiz Provincial Government designated Rophine Visorio as officer-in-charge (OIC) of the Provincial Tourism and Cultural Affairs Office (PTCAO) following the retirement of well-respected Alphonsus “Al” Tesoro.
Visorio’s promotion as Assistant Department Head in November 2025 paved the way for his designation as OIC of PTCAO since June 3, 2026, which was a day after Tesoro retired upon reaching the mandatory retirement age of 65.
Visorio rose through the ranks since joining PTCAO as a volunteer in 2007. Over the years, he would serve as a tour guide, contractual employee, and Tourist Receptionist II.
Prior to joining government service, Visorio worked in Manila and even spent three years as an Overseas Filipino Worker (OFW).
Visorio credited Tesoro, whom he considers his longtime mentor, for guiding his career in tourism and public service.
As OIC of PTCAO, Visorio vowed to continue implementing the province’s Tourism Development Plan. It is anchored on inclusiveness that involve local government units (LGUs), transport groups, tourism stakeholders, indigenous communities, and the media.
Among the priorities of Visorio are strengthening Capiz’s tourism products, promoting digital tourism with the aid of artificial intelligence (AI), and positioning Roxas City as a gateway for travelers by expanding collaboration with Romblon—a province once part of Capiz.
Visorio also emphasized improving visitor experience by addressing transport concerns, sanitation, and tourism facilities while sustaining the province’s steady growth in domestic tourism.
