The Office of the Ombudsman will soon render its decision on the criminal and administrative complaints against former Sigma mayor Christopher Vincent T. Andaya and his common-law-wife Mary Jean L. Aguilar.
The Ombudsman order dated June 25, 2026 stipulated that the complaints are submitted for resolution.
The criminal complaint (docketed as OMB-V-C-AUG-25-0376) alleges violations of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.
The administrative complaint (docketed as OMB-V-A-AUG-25-0441) alleges violations of grave misconduct and conduct prejudicial to the best interest of the service.
Filed by Sangguniang Bayan Member Rolly D. Miguel, the complaints stemmed from transactions between the Municipality of Sigma and CJ Catering from 2015 to 2022 when Andaya served as mayor.
CJ Catering is allegedly owned by Aguilar, who is Andaya’s common-law-wife.
The transaction between the local government unit (LGU) and the catering business allegedly posed conflicts of interest as Andaya was then the incumbent mayor.
There are also separate complaints involving Andaya and Aguilar as identified in OMB-V-C-AUG-25-0377 and OMB-V-A-AUG-25-0422.
