BM Del Rosario: Amendments to scholarship ordinance “dictatorial”

FOR 1st District Provincial Board Member Jose Fulgencio “Pepe” Del Rosario, the amended ordinance on the scholarship program is “dictatorial”. “As a public servant, we need to put ourselves on the shoes of the youth,” said Del Rosario in an interview with The Capiz Times. Del Rosario, who objected to the amendments to the Comprehensive Assistance Program for Identifi ed Scholars (CAPIS), said the provisions are not fair for scholars who are only receiving P2,500 per semester.

For instance, Del Rosario objected against Section H and G of Provincial Ordinance No. 2022-076 that those who are already provincial scholars cannot find assistance or scholarship from any other public or private institutions. Del Rosario said that the new scholarship ordinance sponsored by Board Member
Thea Faith Reyes is insuffi cient in helping out students pursuing courses on Environment Management, Veterinary Medicine, Agriculture, Fisheries, or Forestry . A mere P2,500 per semester is not enough to cover for expenses such as transportation and boarding houses or food, especially with the rising
inflation.
Meanwhile, Reyes clarified the amendments was due to the limitations of the available resources. Reyes denied the amended ordinance is not for selfish motives, but rather aims to safeguard the students.
Reyes assured that regardless of who the next governor is, there are already allocated funds for the scholarship program.
