Buffer stocking scheme prompts farmers to sell palay to NFA

More farmers have sold their palay harvest to the National Food Authority (NFA) since September 20
as the Buffer Stocking Incentive (BSI) increased the government’s buying price for both fresh wet and
dry palay amid the harvest season.
Based on data, the NFA procured a total of 40,681 bags of palay from farmers in Capiz and Aklan
provinces between September 20 and October 17 this year.
The figure is higher than the 40,351 recorded procurements for the same period in 2022.
The higher buying price is due to the BSI of P4.00 and P3.00 per kilogram on the baseline buying price
of P19.00 and P16.00 for dry and fresh wet palay, respectively, to give farmers more value from their
palay harvest.
In a social media post, the NFA said that the BSI may vary every week based on the ex-farmgate price
or the private rice traders prevailing rates for each kilo.
The government’s new buying price for palay, as decided by the NFA Council, also aims to secure
sufficient buffer stock for emergencies and calamities.
Farmers who wish to deliver their harvested palay in any NFA warehouses only need to secure their
certification from the Department of Agriculture – Municipal Agriculture Office (DA-MAO) of farm
area registered on DA’s Registry System for Basic Sectors in Agriculture (RSBSA) List, indicating their
hectarage for palay to have an individual passbook.
Meanwhile, farmers cooperatives or associations that have no master’s passbook only need to submit
certificates from the Cooperative Development Authority (CDA), the Securities and Exchange
Commission (SEC), or any registration certificates from concerned government agencies.
The NFA Branch Office also accepts walk-in farmers with no passbook in their first delivery for up to
200 bags in a single transaction. However, for their succeeding deliveries, a passbook is already a
requirement.
Interested farmers may access the four warehouses under the NFA Capiz Branch located at Brgy. Bolo
in Roxas City, Brgy. Sta. Cruz in Dumalag town, Brgy. Mangoso in Sigma town, and the Aklan Grains
Center in Brgy. Linabuan Sur in Banga, Aklan, to sell their palay.
