Capiz police tap schools, media for tech-driven fight vs crime

The Capiz Police Provincial Office (CPPO) has tapped schools and the media for a tech-driven fight against crimes.

Project TEKMEN—the acronym for the Teknolohiya Laban sa Illegal na Droga, Terorismo at Krimen—was formally launched last April 8, 2025.

“Project TEKMEN will not only enhance the speed and precision of police response, but it will also empower communities to become active partners in maintaining peace and order, said Police Colonel Albert Tapulao, the chief of CPPO.

“By combining public vigilance and participation with technological innovation, we can make Capiz safer, smarter and more secure,” added Tapulao.

As a pioneering initiative of CPPO, Project TEKMEN is utilizing digital platforms including mobile applications (apps) and community-based reporting system in enhancing law enforcement efficiency while fostering community involvement.

Project TEKMEN aims to curb illegal drug trade or solve criminal incidents including hit-and-run cases.

Among the schools that are partners with CPPO are Capiz State University (CAPSU), Filamer Christian University (FCU), Colegio de la Purisima Concepcion (CPC), Hercor College, and Capiz National High School (CNHS) under the Department of Education (DepEd).

Various media outlets of Capiz are also partners of CPPO.  Under an agreement, the police will have airtime to be able to disseminate information on public safety and other anti-criminality campaign.

The CPPO is also backed by the Capiz Provincial Government under the administration of Governor Fredenil “Oto” Castro.
