Capiz 2nd District Congresswoman Jane Tan-Castro is urging the Department of Public Works and Highways (DPWH) to replace A.D. Pendon Construction & Supply Inc. over delays in two major infrastructure projects in the Municipalities of Mambusao and Sigma.
“I request to immediately facilitate the procurement of new, capable contractors to take over and complete these works,” wrote Castro in a January 13, 2026 letter to DPWH-2nd District Engineer Gerardo Parra Jr.
This is as Castro urged DPWH-Capiz 2nd District Engineering Office to terminate the contracts of A.D. Pendon Construction in concreting of the Barangay Bato-Bato road in Mambusao as well as the widening of the Ibian Bridge in Barangay Mianay in Sigma.
As stipulated under the Government Procurement Reform Act, Castro said Parra can initiate the process of contract rescission of A.D. Pendon Construction.
“Despite the timelines agreed upon, the current state of work has reached a standstill, causing undue hardship and posing safety risk to our commuters and the general public,” Castro noted.
“These projects are vital arteries to our local economy and the daily movement of our constituents. Their continued delay is deeply detrimental to the welfare of the community,” Castro emphasized.
“I trust that this will be handled with utmost urgency and under the circumstances and procedures strictly allowable under the law to ensure there is no further stagnation of these essential works,” Castro added.
A.D. Pendon Construction is one of the construction firms based in Iloilo that won big contracts for flood control projects across Western Visayas. Since 2022, records show it has 18 projects worth more than P1 billion.
