The debate organized by the Integrated Bar of the Philippines (IBP) tested the Roxas name, which has been synonymous with the provincial politics of Capiz for nearly a century.
For the IBP-Capiz, the April 25 debate between candidates Paolo Z. Roxas and Congressman Howard Guintu of Pinuno Party-list was a step towards how the people of the 1st District can cast their votes based on informed decisions.
“Dapat mabal-an sang pumuluyo ang mga isyu kag plataporma (The people should know the issues and their platforms),” said IBP-Capiz President Atty. Ferdinand Y. Samillano.
At the sidelights of Piniliay 2025 debate, Samillano noted that no one seriously challenged the Roxas political clan in the 1st District until now.
“Mainit ang engkwentrohanay sa 1st District sang Capiz. Daw 1st time ini nga eleksyon nga ang Roxas family may nag challenge nga medyo bulo-baskog (The battle in the 1st District of Capiz is hotly contested. This is the 1st time in an election that the Roxas family is being challenged by someone who is a little stronger),” Samillano told the media.
The two candidates were asked by moderators on their proposed programs on infrastructure, the challenges of the seafood industry, and job generation.
The audience were also able to know the sentiments of the two candidates regarding political dynasties.
Overall, Samillano said it was a good debate as the two candidates were able to answer important and critical questions.
On the other hand, Samillano refrained from giving a score or rating the performance of the two candidates.
But many who watched the debate observed that Guintu had an edge as his answers were specific and detailed.
Observers pointed out that Guintu had concrete plans and solutions. Guintu also assured to continue facilitating with various national government agencies in bringing more socio-economic services.
On the other hand, Paolo had general statements while reiterating his proposal to expand the distribution of free rice to indigents and boosting WiFi access to all.
Paolo also mentioned the projects done by his father former Senator Manuel “Mar” Roxas II and uncle Gerardo “Dinggoy” Roxas Jr. when they were congressional representatives of the 1st District.
The debate left many observers asking if Paolo will be able to continue the family’s legacy in Capiz politics.
Paolo himself said he is proud of the legacy of his family, which is started by his great grandfather President Manuel Acuña Roxas and also included his grandfather Senator Gerardo “Gerry” Roxas Sr.
