Ex-gov Contreras: Justice is served

For former Capiz governor Esteban Evan “Nonoy” Contreras, justice has been served after the Sandiganbayan Fourth Division dismissed the graft and other cases over alleged violation of the Government Procurement Reform Act during his administration. 

“This was clearly political. But I am thankful to God for letting the truth come out,” said the former governor after the dismissal of the cases.

Contreras added he had always remained confident that the truth would prevail.  

Also covered in the Sandiganbayan’s dismissal of the cases were former provincial administrator Edwin Monares and Dr. Edmarie Tormon, former chief of the Roxas Memorial Provincial Hospital (RMPH).

The Sandiganbayan cases stemmed from alleged contract splitting involving medical funds for RMPH including procurement of dialysis packages as well as calamity funds.

The former governor and two provincial officials were also previously facing alleged violations of plunder and malversation of public funds.

“The cases against the accused are dismissed for failure of the prosecution to establish beyond reasonable doubt the offenses charged against them,” wrote Presiding Justice Michael Frederick Musngi in a 33-page resolution dated August 4, 2025.

Contreras also defended the use of government funds under his administration, stressing that resources allocated for calamity response and public hospitals were properly used and accounted for.

With the dismissal of the cases, Contreras said he is now focusing on his personal life, his family, and business matters.

Contreras is also distancing himself from politics following his failure to regain the gubernatorial seat. 

Despite the challenges, the former governor maintained a calm and positive outlook. 

“Relax lang. No hatred,” Contreras said.
