Flash flood kills 5, affects 100,575

Five people have been killed and around 100,575 people are affected in widespread flooding in the Province of Capiz last October 18, 2025 from rains of Typhoon Ramil. 

Two of the causalities have been identified. They were Mary Mae Urdelas, 22 years old of Barangay Malocloc Sur in Ivisan and Rizaldo Balgos, 44 years old of Barangay Dinginan, Roxas Cityl

Another person reportedly died from electrocution in the Municipality of Pilar.

Two other people reportedly died in Roxas City. 

“But this is still under verification,” said Atty. Sheila A. Artillero, the PDRMMO chief. 

Based on latest data, the 100,575 people affected by the flooding are from 27,626 families across the province. 

Roxas City has been placed under a state of calamity due to the massive flash flood, which was the first experienced in modern times.  

Floods reached more than chest deep on Saturday afternoon and evening.  No less than Mayor Ronnie Dadivas even joined the rescue operations. 

Other hard hit areas of the flood are the Municipalities of Sigma, Dao, Dumalag, Maayon, Panay, Pilar, and President Roxas.

While floodwaters have subsided, the local government units (LGUs) are conducting clearing operations and coordinating relief efforts to the affected residents. 

Classes are also suspended on Monday, October 20.
