The Office of the Ombudsman for Visayas has proceeded in its criminal investigation and administrative proceedings against Sigma Vice Mayor Stephen “Toto” F. Alayon.
In a joint order dated May 28, 2026, the Ombudsman ordered Alayon to submit a counter-affidavit in the complaints filed against him by Norman T. Marcelino of Barangay Poblacion Sur.
One complaint alleges that Alayon may have committed perjury by violating Article 183 of the Revised Penal Code and Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
A separate administrative complaint accuses Alayon of conduct unbecoming of a public official, dishonesty, misconduct, and gross negligence. In this complaint, Alayon also allegedly violated RA 6713.
The Ombudsman complaints against Alayon stemmed from allegations that he concealed certain information in his 2018 Statement of Assets, Liabilities and Net Worth (SALN).
It includes Alayon’s alleged non-inclusion of businesses interests, relatives in government service, and owning vehicles.
In his counter-affidavit dated July 13, 2026, Alayon denied all accusations and described the complaints as vague and unsupported by competent documentary evidence.
The latest complaints add to an earlier Ombudsman case filed against Alayon in 2022 by then Sigma Mayor Christopher Vincent Andaya over the alleged unauthorized disbursement of municipal funds.
