Oppression? Political sabotage?

Vice Mayor Alayon under probe for non-issuance of travel orders

The Capiz Sangguniang Panlalawigan (SP) is investigating Vice Mayor Stephen F. Alayon of the Municipality of Sigma over refusing to grant travel orders of two Sangguniang Bayan (SB) members who were supposed to attend a legislative seminar in Boracay Island last July 2026.

The Capiz SP found sufficient in form and substance the administrative complaints filed against Vice Mayor Alayon by SB Members Christopher L. Alayon and Katherine Marie Q. Medrozo, who is an ex-officio as the Sangguniang Kabataan (SK) president of Sigma.

Vice Mayor Alayon is accused of dereliction of duty, gross neglect of duty, oppression, and violation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The case stemmed from the denial of Vice Mayor Alayon to grant the travel order applications filed by SB Members Alayon and Medrozo, who submitted all necessary documents.

Due to the denial of their travel order applications, SB Members Alayon and Medrozo failed to attend the July 9-11 provincial seminar and mid-year assembly of the Philippine Councilors League (PCL) in Boracay.

SB Members Alayon and Medrozo strongly believe that Vice Mayor Alayon “maliciously abused his power by not acting on the applications and approved that of other SB Members.”

They further accused Vice Mayor Alayon of “oppression” for “abusing his administrative authority as presiding officer to politically sabotage, marginalize, and hinder” them from attending the seminar in Boracay due to “political affiliations and conviction.”

On his part, Vice Mayor Alayon claimed that he did not grant the applications of SB Members Alayon and Medrozo due to limited travel funds.

Meanwhile, Vice Mayor Alayon has been ordered by the Capiz SP to answer Administrative Case No. 001-2026.

In an order dated October 14, Capiz SP Secretariat Zoe Herrera Jr. said Vice Mayor Alayon is given 15 days to submit his verified answer.
