THE Provincial Government of Capiz welcomed Neiljay Matunding, also known as Sikad Pilipinas. The 22-year-old is traveling around the country on his “sikad” to promote his advocacy for elderly rights as well as to campaign for the passage of House Bill 4696 or the Anti-Elderly Abuse Act. Matunding met with Provincial Administrator Arthur John Biñas and the Provincial Tourism and Cultural Affairs Office and shared his challenging but meaningful journey. The native of Don Carlos, Bukidnon marked Capiz as the
20th province he had visited. In 2022, Matunding went viral for biking to Manila from Bukidnon for 69 days to seek help from Senator Raff y Tulfo for his aged grandmother. Since then, Matunding has been province after province in the hope that his journey would draw lawmakers’ attention toward the passage of HB 4696.*
