According to the Sangguniang Panlalawigan, the Department of Public Works and Highways (DPWH) must create a Provincial Drainage Master Plan for Capiz after the October 18-19, 2025 heavy flooding.
The resolution urged DPWH’s Capiz 1st and 2nd Engineering Districts to facilitate the formulation of a Provincial Drainage Plan covering Roxas City and all 16 municipalities of Capiz. This should be coordinated with the Capiz Provincial Government.
“This is to address recurring floods caused by increasing rainfall volume, tidal back flow, rapid urbanization, paving of surfaces, land use changes and population growth worsened by outdated and incomplete drainage systems,” said SP Board Member Trina Marie A Ignacio, who authored the resolution.
“The plan will guide a unified, scientific, data-driven, and climate resilient flood management system for the whole province,” added Ignacio.
The SP’s Committee on Infrastructure started discussions last week and will continue in the following weeks.
