CAPELCO rate increases to P17.3192/kWh

The Visayas-wide power deficiency has caused rotational brownouts and increased the September 2026 rate of Capiz Electric Cooperative (CAPELCO) to P17.3192 per kilowatt-hour (kWh).
CAPELCO General Manager Engr. Edgar Diaz said the supply chain has worsened with major power plants not being able to provide power for the demand of the Visayas, which lacks around 400 megawatts (MWs).
While Roxas City has largely been prioritized as the provincial capital, CAPELCO consumers in the 16 municipalities are experiencing rotational brownouts.
Diaz appealed for understanding and explained that CAPELCO is merely complying with the request of the National Grid Corporation of the Philippines (NGCP) in implementing manual load dropping or the rotational brownouts to avoid total shutdown of the entire Visayas power system.
Diaz further said that Visayas will continue to experience brownouts and other problems if there is no stability in the generating capacity of power plants.
Meanwhile, CAPELCO consumers are bracing to pay an additional P2.7775/kWh for September 2026. In comparison, the rate for August 2026 was only P14.5417/kWh.
Of the P17.3192/kWH, the biggest share of the September 2026 bill is the Generation Charge of P10.0465/kWh or 58.01 percent.
This is followed by Distribution, Supply and Metering at P1.9013/kWh or 10.98 percent; Transmission Charge of P1.5875/kWh or 9.17 percent; and System Loss of P1.5789/kWh or 9.12 percent.
There is also the Value Added Tax (VAT) of P.5372/kWh or 8.86 percent, Universal Charges of P0.6575/kWh or 3.80 percent, and Lifeline/Senior Subsidies of P0.0103/kWh or 0.06 percent. (Photo by Vinz Deocampo)
